Synflood does not start!!

Hi, i have installed Synflood.exe on a virtual server with windows server 2003 to test it. On another server with windows2008 all works ok, i have also installed winpcap but program terminates immediately without even showing the consuete help. What can i do? I have tried to exclude it from software protection of windows and it did not help.
